Overview

Leveraging over two decades of experience dealing with the Federal Energy Regulatory Commission (FERC), Ruta Skučas has unique, valuable, and extensive experience advising power industry companies, energy traders, and transmission and renewables developers on evolving federal and state regulatory regimes. Ruta’s deep-rooted knowledge and understanding of FERC and wholesale electricity markets keeps her highly sought after as an effective energy regulatory attorney, and her deep understanding of trading makes her the counsel of choice for energy traders confronting compliance and enforcement issues.

Clients rely on Ruta to advise them on matters before FERC, as well as independent system operators and regional transmission organizations (ISO/RTO). She counsels renewable generation and independent transmission developers on strategic regulatory considerations and requirements. Ruta also advises clients on a range of issues faced by market participants on stakeholder matters, including developing and implementing strategies to achieve changes in market rules. Her practice includes advising clients on policy matters, including engaging with FERC and the Department of Energy on rulemakings and policy initiatives.

Ruta assists clients in non-public investigations by the FERC Office of Enforcement, and she has conducted internal investigations to determine if a compliance violation has occurred, advised clients of remediation steps, and drafted self-reports to FERC when necessary. She has advised various clients, including energy traders and renewable asset owners, on investigations including depositions and data requests by the Office of Enforcement.

Project development—including interconnection, reactive power compensation, capacity markets, financings, and mergers and acquisitions—is another area in which Ruta assists developers of renewable and natural gas-fired generation.

Following her graduation from law school, Ruta served as a law clerk to several FERC Administrative Law Judges (ALJs) assisting the ALJs in administrative litigation and settlements before she would join the private sector with a focus on Energy. She returned to the FERC after eight years where she worked in the FERC’s Office of General Counsel drafting orders relation to PJM, MISO, electric reliability and natural gas.

Ruta also served as Commissioner Cheryl LaFleur’s legal advisor where she helped the Commissioner shape electric and natural gas policy, including on transmission planning and cost allocation through Order No. 1000.
