James J. Regan

He represented clients in a wide variety of government contracts and healthcare recovery matters, including contract claims and protest matters before the Court of Federal Claims, Federal Circuit, and GAO. Mr. Regan also regularly handled compliance reviews, GSA schedule counseling issues, and civil fraud matters. Resident in the firm's Washington, D.C. office, he served as the U.S. liaison to the firm's European offices located in London and Brussels, and was the former head of the Government Contracts Group. Jim formerly served as the chief counsel of the General Services Administration Board of Contract Appeals and was the chief fact-finding official for the GSA Debarment and Suspension Board. Jim was significantly involved in responding to Inspector General, Congressional, and GAO audits regarding the services and product sectors. Over many years, he counseled companies, both international and domestic, who had or wanted to become new entrants to the public procurement market of selling goods and services to the federal and state/local governments. He also was very active in assisting technology, manufacturing, and healthcare companies in various types of recovery matters.
