M. Yuan Zhou
Overview
M. Yuan Zhou advises government contractors on a wide array of legal issues, including internal and government-facing investigations, crisis management, compliance counseling, and transactional matters. Yuan handles contract and nonprocurement (e.g., grant, cooperative agreement, and other transaction) matters at the federal, state, and local levels. She guides companies through complex regulatory compliance requirements, including supply chain security, data rights, revolving door, gifts and gratuities, and general ethics and compliance considerations. She helps companies with reviewing, enhancing, and standing-up compliance programs, and advises both prime contractors and subcontractors on a variety of issues related to prime/sub relationships. Yuan also has deep experience representing contractors in complex internal and parallel government investigations, as well as voluntary and mandatory disclosure obligations related to the False Claims Act, Procurement Integrity Act, the Anti-Kickback Act, and other civil and criminal matters.
