Senior Counsel

Overview

Chuck Rosenberg is a senior counsel in Crowell & Moring's Washington, D.C. office and a member of the firm's White Collar and Regulatory Enforcement Group. Chuck conducts sensitive internal investigations and counsels corporations and individuals on criminal and regulatory matters. He also represents corporations and individuals in investigations conducted by grand juries, congressional committees, and federal and state law enforcement and regulatory agencies.

Chuck is nationally recognized for his distinguished career in federal law enforcement. Most recently, he served (from 2015 to 2017) as the Acting Administrator of the Drug Enforcement Administration. Prior to running DEA, Chuck served (2013 to 2015) as the Chief of Staff and Senior Counselor to FBI Director Jim Comey.

Chuck also served as the U.S. Attorney for the Eastern District of Virginia – a district routinely entrusted with many of the nation’s most sensitive terrorism and national security prosecutions – from 2006 to 2008. As that district’s chief federal law enforcement officer, Chuck supervised the prosecution of all federal crimes and the litigation of all civil matters involving the federal government. Additionally, Chuck served (2005 to 2006) as the U.S. Attorney for the Southern District of Texas – one of the largest districts in the nation with six offices, including one in Houston and three on the border of the United States and Mexico.

Chuck joined the Department of Justice through the Attorney General’s Honors Program and served in various positions, including: Counsel to FBI Director Bob Mueller (2002 to 2003); Counselor to Attorney General John Ashcroft (2003 to 2004); and Chief of Staff to Deputy Attorney General Jim Comey (2004 to 2005). In these positions, his work focused on counterterrorism, counterintelligence, national security, and criminal matters.

Chuck also served as an Assistant U.S. Attorney in the Eastern District of Virginia (1994 to 2000), where he conducted grand jury investigations and tried dozens of cases to federal juries on a wide range of matters, including complex financial fraud crimes, kidnapping, murder, crimes against children, and espionage. Chuck also briefed and argued numerous appeals to the U.S. Court of Appeals for the Fourth Circuit.
