Overview

Ru Xiao-Graham is the lead manager for Unfair Trade Investigations and a China specialist at Crowell & Moring.

Ru’s primary area of focus is in U.S. trade remedy law. She has worked extensively on antidumping (AD) and countervailing duty (CVD) investigations, administrative reviews, sunset reviews, and changed circumstance reviews before the Department of Commerce and International Trade Commission, as well as appeals before the Court of International Trade and Court of Appeals for the Federal Circuit.

Ru has participated in numerous market and non-market economy cases covering products such as antifriction bearings, steel wire rod, steel wheels, cold-rolled steel products, aluminum extrusions, solar panels, passenger tires, hand trucks, polychloroprene rubber, PVA, PET films, refrigerators and freezers, kitchen appliance and shelving racks, diamond blades, ammonium nitrate, sodium nitrate, magnesium, wooden bedroom furniture, and tomatoes. In this area, Ru prepares and analyzes AD/CVD questionnaire responses, dumping margins and subsidy programs, separate rate applications, and scope exclusion requests.

She supports group attorneys in preparing exclusion requests and providing related advice for products that are affected by the global tariffs on steel and aluminum imports pursuant to Section 232 of the Trade Expansion Act of 1962. Ru also works closely with attorneys developing courses of action for clients impacted by the investigation of the Government of China pursuant to Section 301 of the Trade Act of 1974.

Additionally, she provides advice on issues related to China’s political, legal, social, and economic conditions, as well as intelligence on Chinese companies. Ru has conducted independent research on Chinese subsidy programs and drafted petitions for countervailing duty investigations on imports from China. She also assists in matters involving foreign bribery investigations, particularly in China, under the Foreign Corrupt Practices Act (FCPA).

Ru also has customs experience that includes customs rulings, protests, and classifications.
