New York – May 26, 2021: S. Starling Marshall, a partner in Crowell & Moring’s Tax and Litigation groups in New York, has been elected as a Fellow of the American College of Tax Counsel.

The American College of Tax Counsel is a professional association of tax attorneys in private law firms and in-house legal departments, on the bench, in federal or state government, or in academia. The College serves important roles regarding the nation’s tax laws by communicating with Congress, the Treasury Department and the IRS on federal tax issues and through the filing of “friend of the court” briefs in selected tax cases. The purposes of the American College of Tax Counsel are to foster excellence and to elevate professional standards in the practice of tax law; to stimulate skills development and knowledge through participation in continuing legal education programs and seminars; to provide for input by the tax bar into the development of tax laws; and to facilitate the scholarly discussion and examination of tax policy issues.

To become a Fellow of the College, individuals must be nominated by a current Fellow and then evaluated by a committee of the College’s 19-member elected Board of Regents. For all prospective Fellows, demonstration of a high standard of excellence and ethical conduct in the practice of tax law is required.  This commitment can be shown in a number of ways, including through active involvement in the taxation committees or sections of national, regional, state or local bar associations, as well as through significant legal writing, teaching in the field, and holding responsible national or regional office involving tax administration.

Marshall represents clients in commercial and tax litigation in federal and administrative tribunals, complex IRS audits and administrative appeals, provides tax-related advice, conducts internal investigations, and represents individuals and corporate entities in criminal tax matters. Prior to entering private practice, she served as a trial attorney in the U.S. Department of Justice’s Tax Division, Court of Federal Claims Section. She served on the Tax Division’s employment tax enforcement task force. For her service, the U.S. Department of Justice awarded her the Outstanding Attorney Award (2015) and the Special Commendation for Outstanding Contribution (2013).

Atomic Alchemy intends to be a low-cost U.S. radioisotope producer that can provide a secure and domestic supply of radioisotopes to U.S. companies commercializing innovative radioisotope applications. With its proprietary VIPR® technology, Atomic Alchemy is building the first scalable production facility to provide a reliable, sustainable source of high-value radioisotopes. Using a vertically integrated model and fuel recycling, in partnership with Oklo, Atomic Alchemy is transforming isotope production to address global shortages, support critical applications, and strengthen national security. The core deal team included Samuel Holland Edwards, Jon O’Connell, Justin Lurie, and Ryan Flynn....
