Former DOJ Assistant Chief Alexander Kramer Joins Crowell & Moring’s White Collar and Regulatory Enforcement Group

Bolsters firm’s FCPA and health care investigations practices

Washington – February 4, 2025: Alexander Kramer, a former assistant chief in the Department of Justice Criminal Division’s Foreign Corrupt Practices Act Unit, joins Crowell & Moring as partner in the firm’s Washington, D.C. office. Kramer brings more than 15 years of experience as a federal prosecutor and in private practice to the firm’s White Collar and Regulatory Enforcement Group.

As a federal prosecutor at DOJ since 2016, Kramer led investigations and prosecutions in the FCPA, Health Care Fraud, and the Market Integrity and Major Frauds units. He has also prosecuted and supervised matters involving government contracting fraud, money laundering, sanctions evasion, commodities fraud, tax fraud, and other white-collar offenses.    

“Alex has the rare and unique combination of deep experience in three of the most significant white collar units within DOJ. His skill and reputation as a highly respected FCPA, health care,  and market integrity prosecutor will be incredibly valuable for our clients,” said Daniel Zelenko, chair of Crowell’s White Collar and Regulatory Enforcement Group. 

While at DOJ, Kramer tried one of the U.S. government’s most recent FCPA trial victories in United States v. Polit, which resulted in Ecuador’s former comptroller receiving 10 years in prison for laundering millions of dollars in bribes. Kramer also led the investigation into Jardine Lloyd Thompson Group Holdings Ltd. relating to bribery payments made to Ecuadorian government officials to obtain and retain state reinsurance contracts, resulting in a declination under the Department’s Corporate Enforcement Policy, payment of $29 million by the company, and guilty pleas against the former CEO of JLT’s Colombian subsidiary, two intermediaries, and the government official.

Kramer’s wide-ranging docket also included the prosecution of numerous Medicare and Medicaid fraud matters, fraud of private insurers, and leading the investigation of two reinsurance brokers that resulted in deferred prosecution agreements and individual charges against three intermediaries. He also led the prosecution and extradition of Alex Saab, an international money launderer for the Maduro regime. And he worked closely with foreign regulators and prosecutors on international investigations in the UK, China, Japan, and throughout Europe and South America.

At the firm, Kramer’s practice will focus on white collar defense, internal investigations, compliance counseling, and due diligence reviews of third parties and mergers, acquisitions, and other transactions. He will advise clients on a range of issues, including FCPA, health care fraud, and financial fraud.

Kramer was awarded the Attorney General’s Award for innovation in using data to prosecute crime, the Assistant Attorney General Award for Distinguished Service, the D.C. U.S. Attorney’s Office FBI Service Award, the FinCEN Director’s Law Enforcement Award for using Bank Secrecy Act data to prosecute a bribery scheme involving an international investment fund, and twice received the Assistant Attorney General Award for Exceptional Service.

Kramer earned his law degree from the University of California, Davis School of Law and his bachelor’s degree from the University of California, Irvine.
