Anuj Vohra, Respected Government Contracts Lawyer and Former Federal Trial Attorney, Joins Crowell & Moring

New partner’s Court of Federal Claims experience will enhance firm’s bid protest litigation capabilities
Washington – February 21, 2018: Crowell & Moring LLP is pleased to announce that Anuj Vohra, a respected government contracts lawyer and former federal trial attorney, has joined as a partner in the firm’s nationally recognized Government Contracts Group. Vohra was most recently special counsel at Covington & Burling LLP. Before Covington, he served as a Trial Attorney in the Commercial Litigation Branch in the U.S. Department of Justice’s Civil Division, where he litigated procurement protests and breach of contract actions on behalf of the United States before the U.S. Court of Federal Claims and the U.S. Court of Appeals for the Federal Circuit.

Vohra advises clients – from large defense contractors to health and human services providers – on all aspects of the government contracts life cycle, from solicitation requirements and preparation of responsive proposals, to protests of contract awards, renegotiations and modifications during contract performance, and disputes following contraction completion and termination. In addition to the Court of Federal Claims, he has represented clients in complex commercial litigation before the U.S. Government Accountability Office, the Federal Circuit, and at boards of contract appeals. Vohra actively monitors developments that affect the procurement and the protest process, such as the National Defense Authorization Act’s newly imposed debriefing requirements and potential changes to the Federal Supply Schedule. His practice also encompasses compliance counseling, internal investigations, and contractor representation before agency suspension and debarment officials.
While a Trial Attorney with the Department of Justice from 2006 to 2012, Vohra was a member of its dedicated bid protest team, which handles some of its largest and most complicated protests. He also served as lead counsel in dozens of matters, some involving liabilities in the tens of millions of dollars. He also argued eight times before the Federal Circuit.
“Anuj’s arrival comes at a time when we are seeing an increasing number of cases move from GAO to the Court of Federal Claims,” said Daniel R. Forman, co-chair of Crowell & Moring’s Government Contracts Group. “His experience in this arena will be of great benefit to our clients and our group’s very active protest and recovery docket.”
The firm’s Government Contracts Group has decades of experience pursuing and defending bid protests of federal, state, and local procurements in all forums. Recent notable bid protests successfully handled by Crowell & Moring include helping AT&T to secure a public-private partnership worth more than $45 billion and defending a $17 billion Defense Department health care contract award for Health Net.
Vohra earned his B.A. from the University of Michigan and his J.D. from the University of Illinois College of Law. He serves as vice-chair of the American Bar Association’s Public Contracts Law Bid Protest section, and recently completed a three-year term on the Court of Federal Claim’s Board of Governors. He is also a contributing author to Bloomberg BNA’s treatise: “Court of Federal Claims – Jurisdiction, Practice, and Procedure (2016).”
